The "Spaghetto" idea
Use sand to fill a tubular plastic and very long bag (around 2 km) and use it to surround the hole. It will be used as a gasket (the tar will close all the remaining leaks).
Cylindrical blocks of cement can be used to drive the oil to the surface.
